Because he's an idiot.
Seriously, that's the answer. Mr. Poe's a complete bungler, who can't get anything right. He's blind to what happens just under his nose.

That's one of the most confusing things about the series. In a forum like this, with us researchers, it's often hard to tell (as I remember there was a thread on this) whether we're simply reading too much into it or it's a genuine clue.

Yeah, Handler seems to enjoy messing around with our minds.

Olaf and Esme invited them all to steal their valuables, yes. I think the key reason that all of the Bauds' past guardians are there is because they are all involved in VFD on one side of the schism or the other. They were all going to the hotel anyway for the Thursday meeting, and Eslaf was just using their cocktail party as a convenient way to have lots of people together and steal things. everyone wants to know the outcome for their favorite characters of the past. Answer: If they weren't dead already, they are now. Hahahaha. True.

Sir also received a letter from J.S., saying that there was a party on Thursday night he (J.S.) was hosting, and that he (Sir) should bring his valuables. I think Olaf wanted to steal their valuables, and then poison them all with the Mycelium. He'd become rich, and finish off everyone who has knowledge of his crimes. The question is: Who is J.S.? If Count Olaf was using that name, then Handler never actually said so. Indeed, J.S. was pretty much forgotten after about half of the book. I wouldn't have thought Olaf was a good enough flaneur to know what each of the Baudelaires' guardians would be interested in (particularly Bass and Remora). Doesn't J.S. refer to both Justice Strauss and Jerome Squalor???

Whoever the JS at the hotel was, they invited both Strauss and Jerome. If it was Olaf, he must have gotten information about everyone's interests from his allies, although those henchmen of his who actually met the Baudelaire guardians are now dead.

Some of his other allies could have helped him, I suppose - perhaps Ivan Lachrymose, the Esmé Squalor Fan Club, or a man's life. Heh, the person who went to look for the reptiles researched them in TRR - maybe they found out about the guardians' interests by reading the relevent books.
Note: I'm only half-serious about this idea.
