I've thought quite hard about this and so, this is my list of who I think are the VFD members in accordance with the minutes given in TUA.
And of course, these are the ones in attendance so not everyone may be here.
J - Josephine Anwhistle (I think that is her surname.)
I'm quite sure it is her because at the end when it talks about the Ivan L book, it says under someones bed. So the someone, must be present at the meeting.
L - Lemony Snicket
Of course it says: "That's not what M meant, L. "At Hand" is a phrase which here means..." So, maybe LS went and brushed up on his skills.
M - Dr. Montgomory Montgomory
This theory is placed in the "Gustav, Monty + Mr. Poe -- Members of the VFD?" thread.
S - Sir
Nobody can pronounce his name, so perhaps. If my theory about Mr. Poe is correct, and he is putting the Baudelaires in a VFD's member's (eek, Aunt Jo won't be very happy with me) care. Then perhaps this man IS a member.
I - Count Olaf, Beatrice, One of the Baudelaire/Quagmire's parents, Jacques Snicket, Jerome Squalor, Esmé Squalor.
I'm not sure about this one. Because "I" is a pronoun which is very convienient for LS when writing And of course the date in "April" at the beginning is scribbled out. So, for all we know it could be. However, the other letters, R,R,M,L,K, and D, could be the ones mentioned above, because apart from Beatrice, Esmé, Jaques and Jerome, we don't know what their first names are!
Who do you think that the remaining letters are?
