Throughout the whole series, all these crimes have taken place, and the only time we really see any law figures around is in the first book.(Justice Strauss What ever happened to the police?

Anyway, at the end of TBB, the police probably did try to capture Olaf but he aluded them, a phrase which here means "escaped from them in order to keep trying to steal the Baudelaire fortune." Same with at the end of TRR, TWW, TMM. At the end of TAA I recall Nero wouldn't let Mr. Poe use the phone to dial 911. At the end of TEE Mr. Poe accidentally dialed a Vietnamese restaurant instead of the police. In the Village of Fowl Devotees the Council of Elders was the law enforcement. And, of course, everyone thought Olaf was dead from then on so there was no need to do anything.
Why weren't the police there in the middle of the books? Of course, no one but the Bauds and Quags thought Olaf was really Olaf, so of course there was no need to arrest Stephano when he was just an innocent lab assistant.
I think Handler avoided the police because he didn't want to make law enforcement officers seem inferior - that might send a bad message. Instead he places the blunders on Mr. Poe.

Sorry about doubling posts, I don't know why it does that. Anyhow, you've got a good point there, and I think that it would be for the best if DH continued to sans the police from becoming to seriously involved.
