Am I the only person who thinks the characters aren't very developed, and that they're sort of...shallow?

The orphans were shallow at first, but now they're more developed. It's understandable that some of the others are shallow, since the story is more about complex plots than deep characterization. In a writing guide I read, it said that not all stories need full characterization. But it would be interesting to learn more about the characters.

There's probably a word for this... but I think some of the flaws in the other characters are overly exaggerated and other characteristics aren't shown, just to prove a specific point about society or a person.

Exaggerating characters to represent something? You could mean melodrama, caricature, or allegory. Or all three.
