On page 144 of Ersatz Elevator it says, "I know," Duncan said. " Gunther wants to smuggle us out of the city, and hide us away on some island where the police won't find us."
You think this is the same island that Olaf and The Baudelaires visit in The End?

Maybe. But I'm not sure Handler even knew he was going to include an island later on. I mean, it's the classic bad guy scheme; take the victims and hide them on a deserted island where no one lives. *shrug* Good observation!

The "End" island was controlled by Olaf's enemies (including Ishmael and other V.F.D. agents). It was also hard to get to except by shipwreck, since it was surrounded by the shallow coastal shelf. I don't think that is the island Olaf had in mind for the Quagmires.
