Dudley Dursely!
Petunia could very well be a squib, but thats still considered a witch.
JK said in an interview, that the Dursleys have a lot of secrets and wed be seeing more of them.

J: Lily's parents were both muggles. very true, so that rules Petunia out. and she's not a guy, so it's impossible. but what about Dudley? nonono, if he were magic, he'd be muggle born, not half blood, because Vernon and Petunia are muggles. But now that I think of it, is Vernon really a muggle? Maybe he's actually a wizard, but has been hiding it for his whole life or something. |

What if the HBP is someone totally new? I mean, Sirius, the prisoner of azkaban, was new. so why would we have to already know the HBP, whoever he is.
