My theory is that inside the Sugar Bowl is a key and that key in turn leads to a room inside Mulctuary Money Management where some indesscriminating evidence is held. Possibly to do with V.F.D or Mr Poe. That is why Olaf wants it so much because it has very severe evidence that could force Olaf to be arrested. Another reason why it has not been handed in because then Olaf could get his hands on it very easily, after all, he is "supposedly" in charge of the Fire Department of the City, so it would be no effort just to go to the Police HQ, waltz in and take the Sugar Bowl for one false reason or another...

I'm going for the Mulctuary theory, but anyways, if there was paper in the sugar bowl, surely it must have gotten wet and soggy (like aunt jo's suicide note) and if an item was inside it, wouldn't the bowl have filled with water, sunk, and whatever was inside it got lost forever? Maybe the bowl will turn up, in one of the Baudelaire's hands, yet empty? Also, the grampa thing was preety good, and maybe that just might happen.
MODIFY: Or maybe the bowl has the Dewey Decimal thingy book inside it, and is in the pond where dewey died. if that is the case, then if the Baudelaires are moving with Count Olaf, they should jump out the boat, and swim to safety, so they can get hold of the sugar bowl in the pond. (Soory if this is a long post, I've just really thought about it)

I can just imagine, that in book 13, after all the volunteers have done to find and have the sugar bowl, they will open the lid and see.....absolutely nothing. Whatever evidence that was in the sugar bowl fell out, into the sea somewhere. That would be something snicket would like...

I'm not sure about like... Maybe you mean "That would be something that Snicket would do" , in which case I would have to agree with you. However it seems unlikey to me that the sugarbowl which has been described as having a tight fiting lid will suddenly unscrew and out comes the evidence. Unless of course in passing one enemy or volunteer took the time out to open the bowl and remove the evidence.

Hey, here's something funny; what if olaf finds the bowl, opens it, and finds something incredibly remarkable inside (air, basically) and he gets really mad and destroys something and falls into the ocean and grabs onto the spatulas and falls off and swims a bit and then grabs the bottom of the boat and tips the boat over and tries to grab something that fell out of it and then runs out of air in his lungs and falls to the bottom of the sea and stays there forever? Oh, yeah, and dies. Just goes to show, VFD is cool, county ain't. And also, violence is wrong. NOT!!!!!!!!

Maybe the sugar bowl would be delivered to the evidence catologue. If that's true, then it'd explain why Olaf and the others want to destroy it - so the evidence would never be found.

It could be a tape recording... since in The unauthorized autobiographyy, then theres is a transcript of a recording of a VFD meeting, where people say that they were evil (or something along those lines), so, one of those people could be olaf? just a thought.

Maybe it's that key that snicket was talking about in TEE or TVV that opens up another box in snicket's office, and the map of the city is in the box that is opened by the key from the box with the key from the sugar bowl in? Sorry if that lost you a bit. Or maybe it's the map FROM the box that is in snicket's office. By the way, does anyone else know that the 13th book is coming out on Friday 13th October (that's a surprise!!)?
