I don't know how long ago you said that, but after reading TGG, I'm pretty sure that whoever did that for the reason that volunteers could no longer send out Volunteer Factual Dispatches. Or at least, that's why Olaf wanted the person to cut down the telegraph poles. Who this person is is still a mystery.

Probably didn't know much about them. He only ever reads the financial section of The Daily Punctilio, so he won't have found out about the allegations against the Baudelaires for a while, and he never received the telegram the Baudelaires sent him because he was told that it was dangerous for a bank to receive telegrams. Wasn't it Geraldine who told him that? Because I remember a letter in LSUA, that was from Mr.Poe saying thank-you for telling me about the dangers of receiving telegrams along with the two telegrams, one from his sister, the other from teh Baudes., but I forgot who he adressed it to. If it was Geraldine, she has connections with Esme, (a letter in the UA adressed to Esme from Geraldine), and if she has connections with her, then it would be easy for Olaf to pass messages through Esme to Geradine, to pass to Mr. Poe. So Olaf must have known about the telegram. I think he knew, because he might have stopped off at The Last General Chance Store, to gather information, and they told him about the Baudes and how they had sent a telegram to Poe. As Al Funcoot (I think we all know by now that that is an anagram for Count Olaf) he sent a letter to (?)Mr. X advising him to cut the poles down. He did, but the telegram reached Poe in before, but Olaf's back up plan had kicked in, and Poe dismissed them. In an interview, Handler was asked why Al Funcoot wanted the telegraph poles on Rarely Ridden Road to be cut down. Handler replied with one word: "Thunderstorms." Remember the photo in LSUA of the dairy? And it was all wavy, and the caption said, 'Excuse the condition of this photo, because of thunderstorms.' I don't know if that's any help.

Eleanora wouldn't try to send a telegram to Mr. Poe asking for help when she was locked in the basement if she was also the one who advised him to ignore telegrams.
