Well, Bertrand is kind of a jerk, when you think about it. Didn't he murder Olaf's parents? He did, but it was never explained why he and Beatrice did. Maybe Olaf's parents were also evil or it was an accident and that they were aiming at someone else.

Just so. Like many problems in the series, it's an open question; you are invited to decide for yourself.

That it was accidental is very likely, given that there are accidental shootings both in La Forza del Destino and in TPP itself, and also an accidental killing with poison darts in Green Mansions, a book which Lemony mentions as an influence.

Yes, but were the Baudelaire parents who commited murder? Perhaps. One very good theory that has been brought up recently suggests that it was actually Esmé, who framed the Baudelaire Parents so the Fire-Fighting Side of VFD would lose its moral high ground opposite the Fire-Starting Side. According to that theory, evidence of Esmé's guilt is contained in one of the VFD recording Sugar Bowls, and that's the Sugar Bowl she's desperate to get back before either side (or, worse, Olaf) finds it — with the Sugar Bowl that once contained the hybrid apple seeds being a completely different Sugar Bowl that other VFD people also look for, mistakenly believing Esmé wants that one too whenever she talks about "the Sugar Bowl" (and vice versa).
