Oh, one other thing: 'To: Walleye' is not strictly a dedication, though it may be functioning as one: it's routing information (like 'To; the Baudelaire orphans', on the note left on the door in TMM). Walleye would seem to be the person to whom Lemony has to report, for whatever reason.

The Kindle I received the excerpt on came with an active table of contents that linked "dedication" to the Walleye excerpt, so I think in a way the duality of meaning is another play on the language. Presuming, of course, the contents were authorized rather than added later by the editors.

I think it's just, as Hermes said, that it's functioning as a dedication, but it's a play on the usual sort of dedication we'd expect from other books. Here, instead of the "to" being a bit more figurative, it actually denotes the sending of information.
