I think it's just Handkerchief Heights with liberties taken with the geography. The timing of the start of Chapter Seven doesn't actually make much sense either; Snicket states that the shadow of Ellington was over him as soon as he fell in the tree, but she couldn't possibly have known in advance which tree he would have fallen into, set up her ladder, and waited at the top of it. Maybe Snicket was stunned or unconscious for a minute.

Yes, or perhaps, like Lemony, she has a penchant for leaving wrapped up ladders in the right places EDIT: Oh and sorry Dante for the accidental spoiler, I forgot

Lemony does state he fell into the "wrong tree," and Ellington makes a reference later to the luck involved in his descent. Perhaps it really was coincidence, or perhaps, as Dante states, Lemony lost consciousness for a moment.
