Great find! I suspect that first line is the opening of ?2, or part of it, as it parallels that of ?1 quite closely. Quite an interesting "right question"-- combined with the title, it suggests that the actually missing girl is someone Lemony may never have seen before.
The about-the-author line is also intriguing: "Lemony Snicket was once referred to as a missing person by someone who knew where he was all along." Could the same be what happens with the missing girl?

There was a girl, and there was a town, and there was a kidnapping. I was living in the town, and I was hired to investigate the kidnapping, and I thought the girl needed my help. I was almost thirteen and I was wrong.
...Well, something like that might be right, I think.
