But 29MOTSP could've taken place at the same time as WDYSHL, or maybe SYBIS. And in both 29 Myths and FU13 Stain'd seems like a perfectly ordinary town.

Yes, I'm not doubting that, but I mean it could be used for travel between worlds at a later date, allowing the Baudelaires to visit our world, and so on - but only if Stain'd survives. As for why one might think of it as a portal in the first place; one of the illustrations in 29 Myths shows an American flag. And while ASOUE and ATWQ may be set in the same part of the world which we call America, I don't think they can be set in the United States as we know it, given that Arizona has a king.

They're both useful in different ways. The Bad Beginning rare edition gives some hints/insights into Lemony Snicket as an adult, V.F.D. and ASOUE characters. 13 gives more direct insight into Lemony as a child/teen, the day-to-day events of Stain'd-by-the-Sea, and, this time, V.F.D. training.

I would personally suggest buying File Under: 13 Suspicious Incidents (FU13) before The Bad Beginning: Rare Edition (TBB:RE) (assuming you've read at least some of ATWQ), because it's a whole new story (or thirteen new short stories) and not just a chapter of notes. If you're more interested in ASOUE and you already have The Unauthorized Autobiography and The Beatrice Letters, maybe TBB:RE would be better for you, but if not, I think FU13 is a wonderful read and for me it was the highlight of ATWQ.

FU:13 is also generally more easily available than TBB:RE (which, as the name implies, is rare). Unless you're willing to download them, then I suppose the availability is the same. I'm sure there's also a transcript of the RE notes somewhere on this site, so all the content will be available even is you only have FU:13.

Various thoughts: Presumably the movie this Mitchums watched about "zombies in the winter" is Zombies in the Snow? Or at least, presumably we're supposed to take it as a reference and not think about irreconcilable timeline issues too hard.
I am not seeing any "irreconcilable timeline issues" here. The Mitchums spend all of their time arguing and take everything literally at face value. They also always seem to be one step behind people like L. and the rest of the V.F.D. I think these statements would easily explain away any supposed "issues".

The timeline issue is that Zombies in the Snow seems to have been filmed at the tine of ASOUE, at least twenty years after ATWQ, since it includes a secret message to Monty. (Might it have been a remake of an earlier film, I wonder? That could also explain Sally's confusion about 'Omar' having appeared in it.)

That would also explain how Gustav Sebald could have 'directed' the film even though the coded message seems to make most sense if it refers to Gustav's own death: Gustave directed the original, which V.F.D. keeps remaking with slightly new dialogue to fit whatever coded message they need. Why would they bother making up tons and tons of new scripts any time they need to communicate, anyway? Hardly practical.
