Well, there's nothing stopping it from being a survivor of the Baudelaire fire, save for the fact that there probably wasn't one. If it were me writing the series I'd have pointed out that, were Olaf the arsonist, he'd also technically be a survivor if he started the fire inside, but he was in the wrong place at the wrong time as well. I guess it may just have to be the survivor of a miscellaneous fire - maybe an old friend of Monty's.

I think it was originally meant to be Quigley. Note the picture, in the same chapter, of the three children, two of whom were sent to Prufrock Prep, and the 'wrong question' at the beginning of the chapter, 'Where are the Quagmire triplets now?'. But at some point eh plan changed, ruling this out. (Unless Quigley is lying; but though this theory was popular at one time, it doesn't seem to go anywhere.)
Dante proposed a theory to get round this problem a while ago, which I found quite convincing; that the two children sent to Prufrock Prep are the two orphans who lived in the Orphans' Shack after the Baudelaires,and were recruited by Kit. In this case the person in the snowman could be their brother.
