I can't remember how to censor this as a spoiler, but that is what it is.
I apologise if this is a wrong question and has already been asked and solved, but I have been wondering about this. If Hangfire already had Cleo Knight in the clinic, why did Nurse Dander keep her 'Cleo' to create the invisible ink? Surely Nurse Dander, or whomever actively kidnapped Ellington, would have let Hangfire know that 'Cleo' was in their possession immediately. I can either assume that Hangfire knew that one of the Cleos was an imposter and kept both until one could be exposed or that Hangfire's team just don't communicate very well.

The point had occurred to me, yes; I think your conclusions are probably the best we can come to. For the first, you have to bear in mind that ?2 happens over quite a short period of time, that communications between membesr of I.S. are necessarily covert, and that Nurse Dander may have been reluctant to leave "Cleo" alone for any long period of time in order to pay close attention to her as she researched the invisible ink. It's just about possible that she hadn't had opportunity yet to contact I.S. proper about "Cleo," or that a suitable response had not yet been formulated - that Hangfire was trying to figure out just what was going on and who had who. Though I think I favour the alternative theory that Hangfire realised immediately who the false "Cleo" was and wanted to make sure that she stayed far away from him.

Yes, I did think about the short space of time. Initially, I considered that Nurse Dander could have just telephoned Hangfire but as we've both suggested, there are a variety of possible explanations for the keeping of the two Cleos.
