Bandit, while it doesn't solve everything, I think some of the coufusion is helped by the fact that Lemony's main statement is that he is wrong about all of it. While he never says he's wrong about Kit's predicament, or anything to do with The City plan, I think there have to be some elements of wrongness in the fragmentary plot. What bits are wrong, exactly, is left up to individual readers. Though I'm sure some conclusions will become fanon eventually. Actually, now that I think about it, his underestimation of Theodora is wrong; in small ways, granted, but it's a valid point, which Lemony never outright admits.

I'm also confused by this. To be clear, boarding the train in ?1 would have only taken Lemony across town, so he would have stayed in the city whether Gifford and Ghede tried to intervene or not. Well, I take it, if they had not intervened, but Theodora's changed plan had gone ahead, he would have left the city. They were intervening to get the original plan back on track. Strictly they aren't arresting her (she was already arrested at the beginning of the book); they are escorting her through the station. So yes, impersonating police officers for some reason - not necessarily to let her go, but to bring her to a location that the regular police wouldn't have brought her to - either Stain'd or somewhere beyond Stain'd. (The other side of which, we hear, is in the hinterlands.)

Can we be sure Kit was in actual police custody? It seems that the conductors control the cells; Theodora was able to get access to Qwerty's cell by dressing as a conductor. So G and G can be escorting Kit, under guard, to and then from a secret location.
My idea is this: the VFD leadership wanted to get hold of the item, but could not admit to it publicly. So they let K and and L carry out a surreptitious plot to get it, intending to collect it from them afterwards. When K was arrested, they managed, through a mole in the police, to get hold of her and bring her to a secret location, where they presumably took the item off her. (This is in some ways parallel to Hangfire's plan to get the BB - have L and S steal it, arrest them, and then probably recover the BB through Stew.)

The dart gun/harpoon gun parallel is reinforced even more by the back cover of the LB edition; Seth depicts the dart gun as being quite large, with an angular, harpoon-like tip. The illustration I'm referring to here was used in promotional material today. Look!

Yes, I was planning on doing that. I'll indicate what chapters Im discussing though (as is my usual style) Chapter Two So I guess sharon called her to do something?
I'm going to make some predictions now that are probably wrong - Hangfire is the man Lemony should have noticed - The paper train is made from a folded up ticket - Sally Murphys porter is Kellar Haines - We will see everybody on the train, and pip and squeak once more due to the fact we didn't have the 'this is the last time i saw / will see this person/place' thing
I guess lemony will try to jump aboard the train somehow...this seems unlikely, but lets see
