It's tempting to say TGG, because Snicket tried to make it boring by explaining the phenomenon of the water cycle, but I think it was actually... Hm. Not sure. For some reason, THH springs to mind... I don't know why. Maybe I found it difficult when I first read it. I won't vote, in case I think of a better answer later.

I think TWW and TRR were both a bit dull. So were some parts of TAA, but I didn't think so when first reading it because it was actually the first book I read in the series.

TWW was the most boring for me...but each book (excepting the later ones, TCC-TPP), had boring moments.

For some reason I don't really like TMM. I just don't have fun when I am re-reading it.

TAA was terribly boring. TMM is a close second.

I liked TMM; hypnosis is always cool.
None of the books are really boring; Handler's too good of a writer for that. However, Book the Twelfth was rather lacking with respect to entertainment value / humor. It was too much of the Baudelaires deciding whether what they were doing was morally correct or not, which I found somewhat dull. So The Penultimate Peril gets my vote.

Either The Grim Grotto or The Hostile Hospital, because the characters and adventures weren't really fun for me. But they fit into the main plot of the series. And MM didn't really fit in, but I enjoyed it! So I'm going to say... THH.

I liked the hostile hospital, the austere academy was THE BEST and as I've said already, Miserable Mill sucks!(not really, it's just boring)

TMM was really cool, probably because I have an odd fascination with Hypnotism for some reason..... TAA was boring and repetative. It reminded me too much of gym class at my school for it to be enjoyable. And school weeks are repetative and boring for me, because I never have anything new to do. Unless there's an assembly or something that breaks that cycle. So TAA was the worst for me.
