the fact that the Quagmires had to go fishing thru their notebooks for information on the shack (ie, the crabs were afraid of loud noises), I surmise that the Quagmires have not lived in the shack for quite some time at the point that the Baudelaires come on the scene. They had to go fishing through their notebooks to find information. Whoa, wait a sec. Something sound fishy here. If they really lived in the shack for 3 semesters like they said they did, they would have remembered that. Maybe someone's not being completely truthful...

That could be true. It stills seems kind of fishy though. Everyone talks about the inconsistencies between Quigley's story and their story, but they are quick to say that Quigley's lying, and never suspect it may be the other way around. It'd certainly be ironic if it was Duncan and Isadora that were the liars.

I like the theory that a VFDer signed a form for the Quagmires, although I think they've been in VFD for quite some time. Hence the commonplace notebooks, which seem to contain material dating back for a while. If the Quags had been in VFD before TAA why would they have been so horrified by whatever they found in the library??? Unless VFD neglected someting important in their training.... Just a thought.

Presumably, the secrets of the schism and Olaf's wicked deeds wouldn't be taught to all volunteers - at least, not to begin with. Those secrets are dangerous for anyone to know.

I think Nero would be too busy to even give a second glace at the permission form if it was indeed signed. I can picture Esme sitting in her office hardly paying attention to the orphans talking to her and a scene something like this:
Duncan: Um..Mrs .Squalor...we have to live in a small shack that is infested with crabs and dripping fungi because we don't have a parent or guardian signed form to live in the dorms. Esme: Yes.....*Is actually reading a fashion magazine behind her bank book and isn't listening to Duncan* *she carelessly signs the form without looking at it or reading it....*
Would Nero even care to think about a slip as long as it was signed?

I think you've probably got exactly the right measure of Esmé and Nero there. Another possible scenario would be Esmé ringing up Nero to order him to let the Quagmires out of the Orphans Shack to stop them from whining so much. Or she could beguile him with her in-ness. But your idea seems more likely, Hanna, although we'll probably never know.
