They said they had to live in the orphans shack the previous years, so what changed?

I have always wondered about this, but could never come up with an answer other than the Quagmires had someone sign a permission slip. But then if they were orphans, there wouldn't be anyone to do that for them. It's weird. :-/

Like, if their parent/guardian hasn't signed a permission form in X amount of years, they are allowed to move to the dorms.

Maybe they got a guardian, but that guardian was not mentioned anywhere in the series, right? Or maybe Daniel Handler forgot about this small detail. In any case, the Quagmires got lucky. That dormitory sounds like a good place to live.
