In Lemony Land, apparently everybody in one way or another is related to VFD. Apparently, this isn't anywhere we've heard of, because it must be a relatively small place, as we see on the map in UA, everything's somewhere near each other. It could possibly even be just one city. Maybe an island somewhere, you know that stretch of water between Asia and North America? ^_^ It wouldn't be classified as any continent, then, would it?
Anyway, everyone, even the people who are in the story for a page, are involved with VFD. Thoughts? Wanna prove me wrong?

I don't think Lemony Land can be placed anywhere in the real world(and it's not as small as it seems because some places in the series aren't on that map).
I'm not sure about everyone in this world being connected to VFD. It's implied that VFD is very old(Dewey quotes an ancient Greek poet and says he's one of the oldest volunteers, if I recall correctly). However, some people, like Mr Poe, are completely oblivious to this whole conspiracy surrounding them.

I don't think that everyone in Lemony Land is connected to V.F.D. in some way, although that doesn't include the possibility that they encountered volunteers or villains or their plans, but were none the wiser about the organisation and remain completely clueless, such as Mr. Poe (and in my opinion most other minor characters). Wouldn't that be more of an issue for CCharacters, though?
And I don't think you can place Lemony Land on a map - even if the series was intended to be set in a particular country or continent, the map in the U.A. is most definitely a piece of fiction - but again, that's brushing dangerously close to our current and lengthy thread on the location of the series. But Lemony Land is far huger than the map in the U.A. The references to various places and historical characters mark that it encompasses the whole world, and exists alongside it.

Lemony Land cannot be charted, But that's no reason to be down-hearted. We're all connected, that's the key, In some way or another, to VFD. *ish mysterious*
