why doesnt mr poe just let them live with his family . that is a significant fact that poe is up to something. he always has to be somwhere else I think that is a stupid idea because the Poe household is a terrible place to live, did you not read the first book?

Mr. Poe never let them settle in with Justice Strauss, and I have three speculations as to why he never did. 1) I know many people dont really believe this, but I think Poe is something of a puppet master here. He controls where the kids go, and obviously he was a member of the VFD. Why, then, would he even think about putting the kids in with Olaf? I imagine its because there is more to Poe than a bad cough and a love for banking. I think Poe is probably on the bad side of VFD. This also gives me great speculation to Esme actually being more good than we think. 2) He didnt want her dead, simply put. Olaf kills or harms just about every guardian the kids have had. 3) See # 1: Justice Strauss has info on VFD in her library (its obvious she is a member). Before, Im sure it was because Poe didnt want the kids to stumble on info they dont need to know. But in later books, its probably because they already know of VFD and would find the info sooner or later. Justice Strauss has the goods, but the Baudelaires never got it. Does any of that make sense? I hope so.

Teendude's right. I remember Klaus mentioning something about Mountain Lions... No, Arctic Wolves. I think.
But yeah, the will stated that they should be raised in the most convenient way possible, and being with a relative is standard fare. It's just that they ran out of relatives who weren't afraid of murder and had to put them up for adoption/send them to boarding school because Poe was busy.
However, I suspect that the will had a secret clause that the Baudelaire children weren't meant to know about - that they had to live with, or at the very least near, a member of, or organisation affliated with, V.F.D. It makes sense, if you think about it. I've got more theories leading off from this, but here's not the place. I'll wait for the next spam thread saying "OMG teh bauds r beeng traned 4 VFD lol!!!!11!". Then you'll understand the true extent of my genius, and the sheer amount of thinking I've done about the series.
Edit: Come to think of it, I have an idea on just about every theory. Except the logs. Nobody could guess the logs.

Fight Fire with Fire is right, perhaps Poe ran out of god VFD stations, so because he just wanted to work on the bank, anything that had anything to do with VFD, good or bad, he sent them to it, thus the mill, Prufratory.

Laissez-faire philosophy.
Either Poe didn't care, or he was just optimistic and thought the best of everyone. In my opinion, he's one of a number of people who turned away from V.F.D. after the schism, perhaps thinking that the organisation could never rise up from the ashes.

Possible, or he could just be Olaf's tool, sending them wherever it suited him best. Thus, he wouldn't need Olivia as much and not come often, like she complains about.

Or Olaf could have an accomplice inside Poe's office. Somebody betraying Poe's trust by telling tales to Olaf, or subtly influencing Poe.
Someone like Quisling!
Of course, if there's no Gorgon in the Grim Grotto (the grotto is called Gorgonian Grotto) then that theory will go down the tubes.
