I do not get this bit, where the man spilled coffee. Black ink? Volunteers or villains? I know Jacques was there. (Thanks for FINALLY giving us a pic!) Help?
EDIT: I just reread, and this might be a bit confusing. I'm referring to the part is UA where the man "spilled coffee" on his jacket at Lucky Smells.

I don't really understand that, either. The detectives were almost certainly villains working for or with Count Olaf, but then again, if the murder referred to was Dr. Orwell's (which it presumably did, due to the reference to the bald man), then Jacques was wrong - it was an accident after all. It's been speculated (possibly just by me) that Jacques tried to put Count Olaf away by writing false articles about him, but that's really a matter for another thread. I remember somebody once saying that the black ink was from the detective stopping the printing presses, but the offices of The Daily Punctilio are presumably in the city, although their archives were kept in stacks down the side of the street in Paltryville.
So, in conclusion: The black ink must have been used to re-write something, but I'm not sure what, and the crime the detectives are investigating is highly dubious anyway.

Another question I don't think will ever be answered. However, if I were to guess, I would say he pretended it was a coffee stain because he was using a pen to mess with certain written evidence of Olaf's contribution to the near death accident.
