In TSS, Quigley revealed that he follwed the Baudelairs and knew their unfortunate life. Some people think that Quigley is a villan but here's the catch, perhaps Jacques told him everything... the same reason he became a volunteer.
Why him? Why Quigley? I mean, why didn't Olaf tell the Baudelaires everything right from the beginning?

I think you may need to reread the book in question - which, incidentally, is TSS rather than TGG. Quigley does indeed explain that Jacques told him everything - or at least, many things, although Jacques kept certain secrets from him, like what V.F.D. stood for, and the importance of the sugar bowl.
Quigley was meant to be dead, but he turned out to be alive. But with the kidnapping of his siblings, he would have to become an undercover figure, much like Jacques and the Baudelaires. Put simply, Jacques had to tell him about V.F.D., both because Quigley had a right to know and because he had become involved with the shadowy world of V.F.D. Jacques would have done the same for the Baudelaires if he had the chance. Olaf, by contrast, guards his secrets jealously; he has no respect for the Baudelaires whatsoever and would never tell them his secrets.
