That must be why all the evidence points to "Volunteer Fire Department," which Lemony openly refers to the organisation as in The End, then, because it's Volunteer Fire Detectives.

It's Snicket's narration. He's a member of the organisation. It is an unambiguous resolution at the last possible moment of a mystery, the answer to which had been hinted at and sometimes almost outright stated for several books. The debate is over.

Of course, there's no question of the rightness of this answer.
However, I must express my disappointment in that answer. The activities of VFD always seemed more apropos to Volunteer Fire Detectives, because of the investigations conducted and the nature and variety of the specialized studies and activities explored by VFD members (cartography, baticeering and the like) -- and, of course, the instances of arson which VFD members investigated. A Volunteer Fire Department is an organization whose purpose is to put out fires; it's not an investigative body.

A Volunteer Fire Department is an organization whose purpose is to put out fires; it's not an investigative body. It started as just a fire department, but evolved beyond that, keeping the name for whatever purpose. Maybe 'V.F.D.' just made for nice, easy acronyms.

That was the reason why, in the latter days, "V.F.D. = V.F.D." became popular - that is, while it could stand for various things associated with the organisation, the letters themselves rather than any expansion of the acronym were the best representation of its identity. I think it's probably still possible to argue that - while the original name or aim of the organisation was "Volunteer Fire Department," that no longer sufficiently encompasses its intent.
