I think the key line is in TPP, 'putting out fires, literally and figuratively.' This shows that it still sees itself as a fire department. And while putting out literal fires may just involve pouring water, hauling people out of windows, etc., putting out figurative fires will involve investigation, to locate and catch villains.

I think they do mention that V.F.D. seems to stand for a lot of things, but the primary meaning seems to have been pretty clearly established as Volunteer Fire Department; if that were something different, all the rest would change.

I think the other V.F.D.'s mentioned in TSS are all to identify others of the same organization. For example, the Verdant Flammable Device; it could easily be called "Green Smoke Sticks" (though that's a bit more unappealing), but they didn't call it that because they wanted other members to know that Verdant Flammable Devices were a product of V.F.D., and so should be used as such (to signal to other members).
But yes, it's pretty clear by The End that V.F.D. stands for Volunteer Fire Department.

There's not much to debate upon. The End makes it perfectly clear V.F.D. stands for Volunteer Fire Department. Page 317, specifically. There's no mystery left about it.
