They're two notorious villains and arsonists, whose viciousness and criminality is unrivalled to the extent that even fellow villains like Count Olaf are afraid of them, although they also secretly hold high-ranking positions in society that give them other advantages over their enemies. There was a theory once that they were Olaf's elder siblings, but no proof was ever given of this in the books.
