A number of outlets have now appeared which are reliably citing the title of ?4 as "Why Is This Night Different From All Other Nights?", and the release date as September - possibly specifically September 22nd, though it's worth remembering that ?3's release date jiggled around a bit.
The rather interesting news that personalised versions of ATWQ are being developed with the "Put Me In The Story" group first tipped me off, and that's worthy of discussion in itself:
Snicket (also known as writer Daniel Handler) is working with the group Put Me In The Story to create personalized versions of his children’s series “All the Wrong Questions.” The fourth book in the series, “Why Is This Night Different from All Other Nights?,” is being released this September and all four books will be released through Put Me In The Story then.
“Put Me In The Story has a worldwide reputation for making children happy through the gift of personalized literature,” Snicket said in a statement. “Lemony Snicket books, on the other hand, have a worldwide reputation for being unhappy, mysterious, and deeply impersonal. For some inexplicable reason, a partnership has developed, and personalized versions of my books will be offered to unsuspecting young people. I shudder to think of what will happen to readers as a result, and humbly suggest that the name of the program be changed to Please, I Beg Of You, Take Me Out Of This Story.”

Further research then revealed that Hachette had preliminary listings on their own website for ?4 with the placehoder cover linked above. It's worth noting that links to a ?4 page appear on their website, but the page itself isn't actually up yet, so all I could grab was that placeholder. Still, it confirmed the title and month.
And finally, online retailers are starting to list the audiobook version of ?4, and it's from those that the release date of September 22nd has been derived:

(Egmont's 2015 catalogue also lists the book, with a placeholder cover and a release date of October, but their 2014 catalogue had a non-indicative placeholder cover and an erroneous release month for ?3, so there's no need to worry about it beyond the title being confirmed.)
