I was wary to make that rule because of people potentially making them too hard. The only reason I did was because without it I thought people would have no incentive to skip a turn and create a puzzle themselves, but as people seem to be less cutthroat and more interested in just having fun with this, I will eliminated it unless there are any major objections.
There isn't a limit to how obscure a puzzle can be, and I don't think Bee's was excessively difficult. The answer was both in Dastardly Documents and on a Snicket wiki. I'm hoping that this will make people spend less time trying to find the most obscure reference and more time trying to find the most creative connections.

I have an idea what this might be about, but who knows, I might be looking at it from completely the wrong angle. None of the passwords I've tried has worked, anyway.

I don't kid myself that I'd ever actually win the competition, but getting to design one or two of the puzzles would be pretty fun.
