So I was thinking this morning about how in the books, most of the time Count Olaf wears pants that stop at the ankle so his tattoo is always visible for some weird reason. Is it always nice out where Count Olaf is, or is crazy enough to freeze his ankles for the sake of dramatics? Because if I remember correctly, that crazy man was wearing pants that stopped at the ankle on Mount Fraught! It's cold up there! Thoughts?

I think it's quite likely that he doesn't have a change of clothes - save for when he puts on a disguise, that is. Although he found some socks to wear for TPP, perhaps after getting so chilly in the Mortmain Mountains.

He also occasionally wore sneakers or boots, which made the pants length irrelivant.

I think he must have exceptionally long legs, and it's hard for him to find pants that fit right. He probably can't afford a personal tailor, or doesn't know any who are willing to work with him.

Only yesterday, my Russian friend sent me a video of a man wearing Olaf trousers, walking through the snow with his ankles out.

In Russia in January? I do not envy him.
Count Olaf strikes me as the type to flaunt his ankle tattoo on purpose, unless he is in disguise. He WANTS to be seen committing crimes with his tattoo visible. Partly out of vanity, and partly because he knows it'll cause problems for the other tattooed members on the other side of the schism to have the eye symbol associated with crime.

In the song at the end of Season 1, Olaf sings the line, "The world is a pair of ill-fitting pants," which gives me the impression that too-short pants are not a fashion of choice for the villain, but rather necessity. But that may or may not be consistent with the books.
