In my opinion this is the bald man. He was mean to Baudelaires even under disguise in TMM, while Fernald was very friendly in TEE. This means the bald man is petty. While Fernald and WFW seem to be genuinely concerned with genderless person's well-being, the bald man seems to be upset about the lose of useful comrade. He is also the most predjuiced against freaks and sees them undeserving to work with him( sure, Fernald and WFW considered freaks as inferiors to them too but at least they have no problems with working with them). I think that the bald man is by far the most evil, the cruelest and the least redeemable of them.

I'm inclined to say Kevin. For all we know, the bald man might've been heading toward a redemption like the WFW or Fernald if he'd lived long enough, and he never really gets much characterisation beyond 'mean and scary' - which, at the time of TCC, is also true of Fernald and the WFW. Kevin, by contrast, is indeed taken advantage of like the other freaks - but only because he insists on viewing himself as a freak for something as inconsequential as being ambidextrous. Hugo and Colette aren't exactly grotesque either, but at least their 'freaky' features are more stigmatised and something you would probably be self-conscious about, whereas I imagine many ambidextrous people don't feel wrong for being ambidextrous (at least I assume so, so feel free to correct me!).
I think the Netflix show made this even more the case by having him be white, eloquent and conventially handsome. He would have so many options if only he'd stop placing himself in the way of mistreatment. I generally believe that you should only blame people for malice, not stupidity, but where Kevin is concerned, it almost seems like he's making a conscious decision to be mistreated - and, by extension, to let himself get roped into Olaf's troupe.

You make a good argument for Kevin as unsympathetic, certainly, but I'm not convinced I'd say he's the most evil as a result. The bald man, meanwhile, appears to relish every wicked opportunity.

I agree with Comet. I am rereading TCC, and all Kevin does is whine about being both right- and left-handed. There is nothing actually wrong with him besides his attitude. On top of this, he volunteers to join up with Count Olaf and tries to murder Violet and Klaus. I think we see a small glimpse of the bald man being compassionate in THH, when he and the hook-handed man are bickering back and forth, and then they apologize to each other and admit things have been stressful at work (albeit work where they are chasing the Baudelaires everywhere trying to kill them and steal their fortune.) Kevin to me seems to have no redeeming qualities.
