Why is Orlando (Or the person of intermediate gender) not disguised in TWW. Not wearing one should've tipped off Mr. Poe that the children were right about Captain Sham and Count Olaf being the same person?

I thought I remembered the character wearing a tiny and ineffectual little hat, but you're right, there's no trace of a disguise in TWW; I must have been thinking of THH. With that said, the character is clearly impossible to disguise as anything short of an inanimate object; and so I think that, even with a disguise, you could have made exactly the same argument. In fairness, it would have been an improvement, aesthetically and comedically; which is why THH made that amendment (see also Dr. O. Lucafont). But I think it may be rather too high an expectation of Mr. Poe to ask that he either use basic reasoning skills or recognise members of Count Olaf's troupe when he can barely recognise Count Olaf.
