I was wondering if I missed this in the text. Prufrock Prep must have tuition, since it's a boarding school. What if the tuition was high enough to put a serious dent in the Baudelaire fortune? Someone as greedy as Nero would make sure to charge as much as possible for tuition and any other fees he could think of. The average cost for students to go to boarding school, is over 38K per year. And that's for each individual kid. And a person like Nero, would charge far more, say over 200K per semester. So three Baudelaire kids staying at Prufrock Prep for half a semester, would equal over 300 thousand dollars in profit for Nero.
I know that Nero couldn't wait to expel them, but, I wonder if he ultimately saw the Baudelaires as a waste of profit. The kids with living parents could probably be used for money a lot more easily than the Baudelaires could. If Nero wanted to charge the Baudelaires extra or make them pay fees, then he'd have to deal with Mr.Poe needing to approve everything. And Mr.Poe is an experienced financial advisor and wouldn't waste large amounts of money as easily as a naive parent would. It would be the same for the Quagmires, since Esme was in charge of their fortune. So it was just simpler and easier to make the Baudelaire and Quagmire kids live in the shack...

Hmm... do orphans have to pay tuition since their parents aren't making any money anymore?
Here we have what I think is kind of a ridiculous system, where for college you fill out a form where you have to put your parents income, and that determines loans you get and maybe financial aid, even if your parents aren't going to be paying one cent of your tuition. My opinions aside, maybe since the Baudelaires didn't have parents alive with income, even though they did have a fortune, because they were minors they got to go to school for free? I never thought about tuition for Prufrock Prep before.

Does Nero show any signs of being motivated by money? Instead he seems intent on fame and bags of candy.

As bad as Nero is, even he would not charge too much than what's necessary. The higher the charge, the less likely he would have students, and their candy, and would have less of an audience to torment... Oh I mean, perform in front of.
