I will try to be as deep as Dante. ASOUE is a metaphor for maturity, and TAA has symbolic elements that represent how school officials and schoolmates affect people's piscicological development. Especially teenagers raised in an environment of respect for family authority, when faced with disrespect by adults who should protect them, go through a phase of denial, and then despair, and after bargaining, and only then, acceptance. I would say that the acceptance phase of the world as it is happened only at the end of TVV, and was clearly demonstrated at the end of TGG, when the Baudelaires reportedly refuse to subject themselves to Poe. There they became metaphorically adults.

Even if they hadn't thought they were going to be homeschooled by Coach Genghis, it seems to me the kids at this point still really want to follow the rules. And Prufrock Prep is the first place they have had friends in a long time. I don't think they wanted to leave the Quagmires.

If they were expelled than Nero would have sent them to live with Olaf. Besides, they atleast had friends at Prufrock.
