What organization was behind the fragmented plan at hotel D?

In the past, I believed that Lemony and his supporters were behind the fragmented plan. I stated that Lemony created a secret organization within a secret organization. I still believe that, based on ATWQ. However, after rereading TGG and TPP I can say that another secret organization within a secret organization was created. While Lemony and his supporters might believe that causing the death of one or two people in the name of a greater good, they would never use weapons of mass destruction. Kit was a supporter of Lemony, and Kit is clearly opposed to using the deadly fungus MM to kill people. On the other hand, the other secret organization within the secret organization is formed by the supporters of Gregor A. Gregor A. had the idea of using the deadly fungus MM to kill various enemies. Lemony's supporters as Kit were against Gregor A.'s supporters.
We can clearly see the existence of this terrorist cell within VFD by thinking about the actions of the swimmer. The swimmer is not an Olaf supporter, as she did not hand over the sugar bowl to Olaf's supporters. The swimmer is not a supporter of Kit, since Kit believed that the true SB would come through the crows. So Kit and Olaf were being fooled by JS and their supporters. Also, we realized that JS's intensions were completely terrorist when we think of one of Dewey's conversations with Hal. Dewey said JS was there to support them and would make everyone in the hotel eat crows (die). Hal said he preferred sugar over mushrooms. The destruction caused by the TGU would be selective. Still, Hal believed that if it was necessary to die to achieve their goal, he would be willing to do so. Although Hal is part of Gregor A's supporters, that does not mean that Hal was having contact with JS. Dewey had to say that JS was there to support them. So Hal believed Dewey was one of Gregor A.'s supporters. Dewey took advantage of this to pretend that the real SB was about to come through the crows. Thus, Lemony's supporters (Kit and Dewey) were actually fighting two factions at the same time during the TPP events. Lemony and his supporters needed to prevent the real SB from falling into Olaf's hands, while they needed to prevent Gregor A.'s supporters from using the SB that was already in their hands. How would Lemony and their supporters do this? After rereading TGG and TPP I realized that Quigley was working to prevent the use of the sugar bowl for terrorist purposes. Quigley actually went to the VFD HQ to get SB, trying to keep SB from getting into JS's hands. He did not make it. So there was only one weak link in the secret plan of Gregor's supporters. The weak link was JS itself. JS, who was responsible for summoning TGU on Thursday when all enemies were assembled, was emotionally attached to the Baudelaire siblings. So Quigley sent a message to the Q submarine, requesting that the Baudelaire siblings be taken to the beach to collaborate on Hotel D. If you stop to think, they seem to have done nothing useful at Hotel D. But their presence was highly unwanted. by JS at Hotel D. If JS were an Olaf supporter, I'm sure the first thing JS would do was ask someone to capture the Baudelaires. Or if he were an Olaf supporter who intercepted the message, that person would likewise ensure that the Baudelaires were caught on the beach. But instead, JS asked Mr. Poe to fetch the children. If JS were an ordinary volunteer, JS would not want to prevent the Baudelaires from arriving at the hotel. The act of JS asking Mr. Poe to pick up the children on the beach is a psychological incongruity whether you think you were an Olaf supporter or a volunteer who asked Mr. Poe to pick them up. The best answer is that the person who sent the message to Poe was neither an ordinary volunteer nor a supporter of Olaf. JS was a member of an extremist VFD faction. JS was planning a major attack on the Hotel D. And Quigley managed to prevent that by simply sending the Baudelaires there, to do nothing but transit the hotel from side to side. They would certainly be recognized by JS, and that would prevent JS from acting. Quigley sent JS a copy of the message for a specific purpose. Quigley wanted to make sure JS knew the Baudelaires were going to the hotel. Quigley said to JS, "The Baudelaires will be at the Hotel. Will you have the courage to create a huge terrorist attack with them inside the hotel?" Quigley would never have imagined that the Baudelaires themselves would set the hotel on fire and almost kill everyone ... Nor that because of them Dewey would be killed. In the end, the Baudelaires who were the key to the salvation of the people in the hotel became the very embodiment of death. Well, they at least prevented Olaf from releasing the deadly fungus he had at hand in the hotel ... But I believe Dewey had already reserved enough of that poison-thinning root nearby. Dewey seemed quite reassured as he informed the Baudelaire siblings that he knew Olaf had MM in his hands.
