I think this is probably a reference to a detail Snicket mentions in the closing pages of TGG, that being that Captain Widdershins had "participate[d] in the destruction of Anwhistle Aquatics" (p. 310). Actions apparently supporting the fire-starting side of the schism are not necessarily the same as actions supporting Count Olaf.
