What is the purpose of the sub sub library?

So, I was thinking that the library may be a way for the noble side of VFD to know who's loyal and who isn't. Like they collect evidence to see who the traitors are.
Which could mean that the sub sub library is also used to keep members loyal to VFD. They can't leave or tell anyone any secrets because then anything bad they've done will be exposed.
