This is what Dewey had to say about it: Dewey also says that he has a comrade (maybe Lemony Snicket?)... Dante has already proved in previous texts that the most likely comrade was Kit Snicket. According to Dante the evidence is: 1 - Dewey is the father of Kit's daughter and 2 - Dewey refers to the conrade as being female. I believe that the purpose of the library was to record information about the world's perfidians. What to do with this information may be your question. Well, I can imagine several uses for information about the world's perfidians for an organization that fights the world's perfidians. Things like learning how to fight it based on history. Gather evidence against criminals (that was the use that Dewey was giving to the information in his TSS plan). And as you said, identifying possible spies and double agents is a possible use for the information. But it is not restricted to that.
