Mulctuary Money Managements (MMM) is a fictional bank in the world of ASOUE, one that plays a big part in the Baudelaire Orphans misery. When the Baudelaire parents die their fortune is left to their children but only when Violet turns 18. This follows suit with the Quagmires and presumably other rich families somehow associated with VFD.
But what if, MMM had another motive in mind?
Let's think about this for a second. We know that MMM is a key part of the City's populace finances (example Esme).
However, when it comes to the children later orphans, they seem to focus more the money portion than the actual children themselves.
COUGH! COUGH! "POE" COUGH!
Anyway, another odd thing that stuck out to me was why would the Baudelaire parents not let their children have the money straight after their death? It's supposedly stated in the will that is mentioned but never seen or read either. And with other children following the same treatment, wouldn't that be too much of coincidence?
In the world of ASOUE, nothing is a coincidence.
I think it's possible that MMM are secretly in league with the Fire Starter side of VFD. Setting up fires to Volunteer's houses, changing wills and stealing the family fortunes. I doubt that Mr Poe is involved (because he's too much of an idiot to think for himself).
Maybe even the Sinister Duo are behind management too. Let me know what you guys think.

The children cannot access the money because they are children. Many rich parents of celebrities leave their estates until the benefactors are 21, or later than 30 even so that the kids grow up responsible and hardworking.

Yes. Especially since this premise was established by Daniel Handler before he planned the entire history of VFD.
Bankers are portrayed as having more interest in money than in people at ASOUE, but that was only a harsh criticism that is held in our world.
However, from the moment that VFD was conceived in Daniel Handler's mind, MMM took on a more interesting meaning. At least part of VFD's wealth is in that bank. Money does not belong to families, it belongs to the organization. However, because VFD is a secret organization, the money needs to be in the name of individuals. This is an important concept for me, and essential to understand Olaf's true motivations and actions (which in the final books became a fight against VFD and not a fight against the Baudelaires).
