I concur with PJ--all the evidence points in Olaf's direction.
However, I don't completely deny the possibility of Esme's involvement, or the possibility that various allies of Olaf helped him start the fire. But Olaf was certainly the driving force behind it.

After Mr. Poe had listed the crimes Olaf had comitted, Olaf added "And arson". Note, however, that this doesn't necessarily prove he burnt down the Baudelaire mansion(although the other evidence points toward that.)

Alright, who said Lemony? Can't you see he's writing these books to prove that he didn't? I once saw a short fanfiction in which Lemony is the real criminal and Olaf is innocent, and all the books are lies to frame Olaf. I don't expect anything like that in the real series, though.
