There's most likely a floor above the penthouse, to which the stairs don't go, but I don't think the Baudelaires will be going there in book 12.

I don't think that there IS another floor. Of course, in TEE, the Baudelaires were looking down, not up, so there is no way to know for sure. That would help explain the extra UP button as well. (As in: It's a signal to VFDers that there IS another floor above that one where they are to meet.)

I'd say we have pretty strict proof that we will visit Hotel D in the next book, and that is the stationery used in the letter to the editor at the back of The Grim Grotto. It says Hotel Denouement on it.
