My guess is "none of the above." I don't know why, but I suspect Helquist has broken with tradition and there's no clue this time. I think the birds in the picture are the flock of crows flying away, never to be seen again (like many of the characters that re-visited in TPP). There's nothing to back up my opinion, but that's what I think.

I think it'd be interesting if we went to the island where you can't steal fruit. And there's probably a passageway linking the underwater catalog to someplace out at sea.
As for all the clues being small--that's not strictly true. The Snow Scouts book in TCC and crow in TEE were pretty conspicuous, not central to the picture but in the foreground. TPP's clue, whatever it is, is probably smaller than any in the past books.

The fact that Snicket broke tradition with the title (The Adjective Setting) makes it very likely that Helquist broke tradition with the picture.

I will keep looking though EDIT: The only other thing I notice that could be it is either the octpus holding on to the divers head or that flag at the top of the ship

Water tower symbolizing them being on the high seas, maybe a ship. Crows symbolizing... crows, but then also eagles that may be seen with the sshamh. And the octupus could show a return of the Carmelita which was harrying the sshamh in book 12... The diver showing that they may need to go underwater again, either to the catalog or to the Carmelita or both.

However, the octopus figurehead was described in the text. All the previous last-picture clues have been things not mentioned in the text at all.

I don't think that Snicket would leave such a wide variety....there is multiple possiblities but that's what Snicket intended was to throw us off and give us multiple things to rack our brains on

Maybe the note letter to the editor has the clue. The letter is written on a napkin with a picture of a ship printed in the Bottom Right corner. Maybe the Baudelaires and Count Olaf disguise themselves once again and sneak aboard a ship (luxury cruise ship is most likely) and on the ship, they meet Lemony Snickett or their parent(s)?

i think it is the birds coz the baudelaires were spose to meet up with the quagmires and they are on the mobile home thing carried by birds. then again it could be the water tower coz there hasnt been anything about water towers yet. it could be a mixture of thing, but his never done that before so i dont know. another posibility is that it is the diver helmit with the poison stuff inside and the octupuss on it. oh and what is sshamh?
