Since the Sinister Duo weren't blindfolded, though, they had a better chance of escaping than everyone else. I'm hoping to see them in Book 13, although it might be better if we just hear some rumor of them--they're very mysterious, and seeing too much of them might spoil that mystery.

The Sinister Duo had been on the High Court with Justice Strauss for quite a number of years...before we even knew of their existence. They probably even judged the case mentioned in the first book, the one concerning a poisonous plant and illegal use of someone's credit card. If the case related to Olaf, then the Duo probably helped him get off.
However, the theme of sibling-ship and family is very strong in ASoUE. I do not believe that the TMWBBNH and TWWHBNB are Olaf's siblings, simply because it wouldn't make sense for siblings to fear each other. No other siblings in the series do...Even Frank, Ernest, and Dewey worked together and, given that at the end of the letter Frank sends Kit in the beginning chapters of TPP Frank says "My brother sends his regards", still speak to each other. Also, TMWBBNH and TWWHBNB are always seen together, which to me says they might be brother and sister or perhaps even married, but they are rarely seen with Olaf. (I believe the only times we've seen all three together are during TSS, and the courtroom scene in TPP, but please correct me if I'm wrong.) Where were they during the first nine books? Wouldn't siblings with the same cause keep in contact with each other?
My theory is the TMWBBNH and TWWHBNB are actually a couple, and were perhaps the original cause of the schism, (which would explain the noble VFDers fear of them). Then, something happened to them, they had to disguise themselves for a long period of time (by going on the High Court). So, they either presented their case to a younger, nobler Olaf (ala Esme with the freaks in Book Nine) who had a budding interest in pyromania or they threatened Olaf into bringing a good number of people to the wicked side, then at the peak of the schism, they assigned the gathering of the sugar bowl secret to Olaf, who failed them.
In retribution, they destroyed something Olaf loved (according to the theory Olaf also loved Beatrice, they killed Beatrice), and that is why Olaf fears them. Either that, or the sheer fact that they started the schism intimidates him. It would be like attending an acting workshop taught by an actor you admired.
In the end, Olaf redeemed himself, probably by killing Jacques, and that is why the Duo went to reward him with the Snicket File.
Also, I do not believe that the Duo are M. and N., because they seem to have caused much more destruction than Olaf, yet only O. has a noose on his end of the tree.

When Frank says his brother sends his regards, I thought that he meant Dewey sends his regards. It'd make more sense than Ernest, seeing as Dewey and Frank are on the same side.

However, wouldn't Kit say something? And, how could Frank and Ernest just pass each other by without saying anything?
...Now, that I think about it, why didn't Kit mention Dewey?

She did, sort of. On p. 44 she says: "Don't worry about the brunch things, Baudelaires. One of my comrades has volunteered to clean up after our picnic. He's a wonderful gentleman.I think that was probably Dewey.
