There was J, L, M, R, R, M, L, K, D, S, and J at the meeting.
Here's my theory on who's who.
J is Jacques. One of the L's is Lemony. One of the M's is Monty. One of the R's is the Duchess of Winnipeg. K is Kit. D is Dewey. The other J is Josephine.

There were two J's at that meeting, incidentally, because "I" was a pronoun. Another thought about who D might be is Daniel Handler, because he's asked if he's representing L, and towards the end E and O are also mentioned (though it's apparent they weren't actually invited) so they might be included as well. The second J may be Josephine, as the second half of the transcript is hidden in Ivan Lachrymose: Lake Explorer.
Edit: I agree with you on the points, however, that one of the R's is the (current or future) Duchess and one of the L's is Lemony, and if Lemony's there his siblings might as well be unless they were somehow split up. I'll likely add more later, but have to get the timelines straight before "theorizing".

I know quite a few seem to be of the belief that the second R is supposed to be Ramona Quimby of the Beverly Cleary theory, an idea of which I myself was in favour of - but I'm now starting to have second thoughts on.
It's partially due to the fact that, the way I have the timeline set up, I figured the meeting to occur in 1965. The Ramona series sort of have the "comic book time" effect, where the events could occur anywhere from the 1950s to the 1990s. The song that was mentioned in Ramona Quimby Age Eight, where the mysterious man idea was borrowed from, didn't come out until the 1970s.
I, too, have figured that all three of the Snicket siblings were at the meeting.

That's what I believe, too. That's also why I believe Esme to be a bit older than most seem to believe her to be. I do think she was a teenager at the time, though.

Another thought about who D might be is Daniel Handler, because he's asked if he's representing L,;. D is almost definately Mr Handler because of that question, that question wouldn't fit Dewey, unless he has represented Lemony or someone else with the same initial in the past that we don't know about, which is a) unlikely and B) would be a bit mean od DH because then we'd have absolutely no clue whatsoever.

I think S is Sally Sebald. It'd be hard to say. S says little throughout the whole transcript, so the only trait we can classify him or her by is his or her silence. She does mention that she's nine years of age, and indeed, the title of the book is Ramona Quimby, Age 8. I think another theory was that the other M was Matilda, which is quite possible, but because the other M is likely Monty it's more questionable. Also, I'm wondering if every attendee was actually meant to have an identity, or if some of them were just random letters duplicated to cause confusion.

So this is what we've come up with so far:
J is Jacques. The other J is Josephine or Jerome. One of the L's is Lemony. The other L could be Lulu (Olivia) One of the M's is Monty. The other is Matilda? One of the R's is the Duchess of Winnipeg. The other R could be Ramona. K is Kit. D is Daniel Handler S is Sally Sebald.
At the end of the interview O and E are revealed If they are Olaf and Esme then why would Olaf want to be called T? T for traitor?

Well, D could be Dewey but why would he need to represent anyone? Daniel represents Lemony. I didn't thing of Larry that's a good one, he knew one of their codes did he not?

I agree with Sherry Ann that Handler probably hadn't got identities worked out for all the characters - some of them were just initials dupticated to cause confusion. So while in some cases we're trying to work out the author's intention, in others we're doing something more fanficcish - giving identities so as to create a plausible story.
Here's what I think DH actually had in mind: J, K and L = Jacques, Kit and Lemony. R = the Duchess. D = Daniel. (I rather doubt that Dewey had even been invented when this was written.) L, M and the other R = Laura (Ingalls), Matilda (Wormwood) and Ramona (Quimby).
Then the ones we have to make up: The other M could be Monty (though I get the sense he wasn't that deeply involved in VFD - note that he doesn't know Sebald code). It could also be Olaf's brother or sister, from the family tree. The other J could be Josephine (but wouldn't she correct someone's grammar, if it were?). Or it could be the captain of the Prospero - we don't know his full name, but that seems to be his initial. I don't think it's Jerome because, in the light of another chapter in TUA, he wasn't in VFD. S - no idea what it stands for. There's a reference to S's report on sleep deprivation at Prufrock Prep, which makes me wonder if it might be the Prufrock Prep librarian.

I forgot about the librarian that makes more sense than Sally, but S says so little that to be honest anyone is possible. M makes sense with either Olaf's brother/sister (and Monty cannot be Olaf's brother) or monty. Can the other J not be Jerome he was good friends with Jaques? If O and E are Olaf and Esme why would O want to be called T? T for traitor?

How do you know that the L that D was asked to represent was Lemony?
I think Daniel Handler left it up to us for our own interpretation.

I think it's been strongly suggested that Jerome was not a member of the VFD. I also agree that Josephine seems unlikely, since she'd be correcting someone's grammar.
