The passageway. That was an important clue, although I'm not sure what to. Maybe the extent of V.F.D.'s influence? I mean, if you think about it, the passageway means that V.F.D.ers probably planned and built 667 Dark Avenue, because otherwise somebody would have said, "Hey, what's up with this passageway?".
Edit: When I'm dead, my gravestone will probably say, "Always posted on the next page".

I thought that VFD dug the passageway to Dark Avenue, and originally had some way of using the elevator to get up and down it. Maybe the "ersatz" elevator was boarded up by VFD on every floor but the top. I should go reread TEE for clues.

Maybe. But wait! The floor above the penthouse! There's no stairs! And like it or not, there's something up there. Remember, the Snicket File page 13 picture was taken in front of 667.

As for the floor above, I think it may be some sort of roof garden. But if it's truly a floor above the penthouse, the "penthouse" isn't really the penthouse because "penthouse" means top floor. Maybe this floor is accessible from a trapdoor in the ceiling of one of the 71 bedrooms, or something similar.
