For those special people who have UA with them (*squee*) check page....184.
Now check Bad Beginning (I'm not at home so I don't have this with me) the first page of Chapter two. For those who are away or DO NOT HAVE THE BOOKS, the picture of Valorous Farms Dairy burning down is the exact same as the Baudelaire mansion burning down. Or maybe the Chap. 2 pic is the dairy, but I wouldn't know why they would do that. Ah well. Just wanted to bring that up.

I suspect that they're the same picture because Helquist didn't have time to draw another burned-down building illustration, but there may well be a better explanation within the story. Helquist could have left his sketchbook at the dairy; it's referred to as a "hiding place" in the index so information was probably being kept there.

A previous thread which should be read: When did Valorous Farms Dairy burn down? And for general discussion of the dairy: Valorous Farms DairyHelquist was going to meet Lemony at the dairy after sketching the destroyed Baudelaire mansion - I think that the picture was left there, and that the explanation given by Detective Smith was more lies; more inaccuracies printed by The Daily Punctilio (although it didn't have its usual heading). Of course, this all ties into the question of whether or not the dairy burnt down at all (and I really do recommend people read the first thread I linked for that discussion).

Maybe the same pic was used. It'd make sense, with Lemony on the run . . .

I read through the first thread to refresh my memory, and looking at the pictures in the UA along with it made me realize something: that (falsely attributed) illustrating (of the Baudelaire mansion) on page 184 isn't singed at all. It looks much more as if it's been blurred or the ink/whatever has run, due to wetness. It's a drawing that has been left out in or near rain.
Perhaps they ("OFD" + treacherous DP crew) went to try and burn the Dairy and make an article about it on the same day, to save time, but were not able to commit the arson due to wetness and so had to make up the article completely, still making people think it'd been incinerated. They found the drawing lying around (left from Mr. Helquist and Mr. Snicket's meeting there) and decided to use it for added "proof."

Wow, that's a really good theory. I get that.

Makes sense. The blackening of the picture always looked like singing to me, but you're right; it could also be explained by the ink running due to rain.

Not only rain; there was a thunderstorm on that day.

It is probably just a coincidence.
