What precisely does he mean by 'children'?

Good question. Both aSoUE and The Composer is Dead are strictly speaking for children, but one certainly wouldn't say they're aimed at the same age group. Even the 9-12 audience aSoUE is usually designated as being for is rather inaccurate. I'm going to make an assumption that it's aimed at the aSoUE sort of group. Young, but getting older.

My word! Can't listen right now, I'm headed for the door, but this is very exciting indeed. Maybe he's switched the pirate series to be a children's book? It doesn't matter either way, as long as he's writing.

I doubt it; the pirate fiction you allude to was just going to be a single novel, and aimed at adults (i.e. to be published under "Daniel Handler" rather than "Lemony Snicket"). Maybe he's finally finished that. Or maybe it's on hold again - he's been writing it since 1999.

Oh wow. Well masterpieces take time, of course. Da Vinci spent seven years on Mona's lips.
