When Hal returns in TPP to serve the Prufrock Prep staff, he says the phrase "I didn't realize this was a sad occasion." Mr Remora replies "It won't be if you feed us." Then Hal frowned because he didn't reply with "The world is quiet here" like the response is supposed to be to the one who said the sad occasion phrase. Why was Hal unhappy that Mr. Remora gave him the wrong response? He, Mrs. Bass and Nero aren't VFD members (as far as we know) so they wouldn't have responded the way Hal wanted to even if they wanted to.

Hal isn't necessarily to know that the teachers aren't V.F.D. members, in much the same way that Larry wasn't necessarily to know his use of the codephrase in the Anxious Clown would fall on deaf ears, either. That's the whole point of a codephrase; you don't know if the person you're talking to is a member of your secret society or not, so you give them a signal and see if they return the correct response.

That is in fact kind of the point of such recognition code phrases. Why bother if you're already certain of what the other person's response will be?
As for why he'd think the Prufrock personnel might be in on VFD, well, quite a number of fan theories have an answer for you.

Maybe he was frowning because he had said the phrase to everyone who came in the restaurant, and no one ever responded with the correct phrase. I am sure it would become quite tiresome to keep repeating the same coded phrase without ever meeting any comrades.

I would like to thank those who asked this question. I was getting the wrong impression about Hal so far. Now I understand something even more important. This code phrase was not taught to VFD students. That is why it was created to be used by the secret organization within the secret organization. Jacques Snicket had to teach Lemony that code phrase when he was about to get married. Hal should be a member of VFD, because most librarians are members of VFD. But he only came to be part of the secret organization within the secret organization after the destruction of the H Hospital Library. He gained an important role in the fragmented plan that was going on at Hotel D. He needed to earn the trust of Olaf and Esmé, to pass on false information to them.
