It's been implied that Captain Sham is actually a rotating VFD position. So, any VFD agent can take on the Captain Sham persona at any time. If Josephine just assumed that Olaf was a noble VFD person, then does that actually make her stupid...?

Excuse me, but how did you come to realize that Captain Sham is a person-to-person title in VFD? I got the idea from the Netflix series and from the Unauthorized Autobiography. I know the Netflix series isn't canon, but it was still directed by Daniel Handler, so the idea is potentially solid. In the Carnivorous Carnival episode, Olivia Caliban tells the Baudelaire kids that Madame Lulu is actually just a rotating position in VFD. Kit Snicket used to be Madame Lulu, and then she temporarily gave the position to Olivia. But in the Unauthorized Autobiography, when Lemony gets the letter that has his Prospero ticket, the writer of the letter signs his name as Captain S., and then puts in parentheses that he's also known as J. So that strongly implies that Lemony got a letter from Julio Sham, and that Julio Sham is part of VFD.

You are right, there is the Captain S in TUA... you could be right, it could be a rotating position. I think the J here, though, refers to him being Jacques Snicket.

I also think there is a conceptual mistake in the question ... At the time, being someone from VFD was not proof of being reliable unless you knew the person very well. This is because of Schism.

I think it's more that there are generic names which can be claimed when using each disguise, which is how Olaf's disguise names are so unexpectedly literary. It's a fair argument that Josephine might have assumed that "Captain Sham" was a fellow volunteer, but at the same time, I would argue that she would have fled in terror from any risk of getting involved in V.F.D. activities again.

which is how Olaf's disguise names are so unexpectedly literary. True!!! I never gave much thought as to how Count Olaf came up with his names for his disguises.
