Esme is in charge of their finances and their guardian placement. Couldn't she have just made them live with Olaf, so he could steal their fortune?

As the executor of the Quagmire estate, Esmé was probably in the perfect position to plunder the Quagmire wealth any time she wanted. I'm sure they were just another bank account to her; she didn't need to steal their fortune, she already had complete power over it. All she ever needed to do was put the children somewhere she could forget about them.

There is a big difference between Fortune B and Fortune Q. Fortune B is in a bank. If Olaf robs the bank, the bank still needs to return the money to family B, so the money doesn't come out of VFD in practice. What Olaf wants is to take resources from VFD, and get rich in the process. But getting rich is secondary, since he preferred to kill Klaus and Violet, and stay with Sunny at the end of TCC. On the other hand, fortune Q are gems. They don't burn in fires, it's true. But still owning gems is like storing money under the mattress. Just let the thief know where the mattress in question is to steal from you. Olaf arrested Duncan and Isadora so they could reveal where the sapphires are, either personally or by blackmailing people who loved those triplets.

Well, Mr. Poe was the one who sent the Baudelaires to Prufrock Prep., so by analogy Esmé should have been the one to make that decision for the Quagmires. But literally all we ever learn about Esmé's links to the Quagmires is that their estate was under her care; and what decisions she took and how much Duncan and Isadora knew about them are quite unknown. I'd also point out that it's highly unlikely that the entire Quagmire estate constituted the Quagmire Sapphires. Evidently they were the major element of the fortune, but presumably the Quagmires would have owned the land on which their mansion was built, would have a certain amount of loose money for any purchases they needed to make, and so on. They were probably fairly wealthy in ordinary terms even discounting the sapphires, if they lived in a mansion. If she knows where the money is and has access to it, theoretically she might know how to illegally get her hands on it. If she had passwords or whatever, she could use it for online shopping, if online exists in ASOUE.

If Esmé, who has control over the Quagmire estate, decided to use it for her own ends - who would know?
