This was the noise of the clock, and there was nothing Lemony could do about it. But Daniel Handler, that one. Apparently the noise of the clock was a reference to the morally wrong aspect of the situation.

Had Carmelita never obtained a harpoon gun, it's likely that the sugar bowl wouldn't have been brought down and would have been correctly delivered to whoever its intended recipient was. The rest was merely the knock-on effects of that plan. But the Baudelaires may also be wrong for acting without certainty, and continuing to passively go along with whatever they were instructed to do.

The wrong of the clock I think simply symbolizes how the Baudelaires felt about their actions, whether they really were wrong or not. But giving Carmelita a harpoon gun was wrong, though.
