None of the characters on the cover are supposed to be anyone (even the one popularly identified as Kit cannot be her owing to the plot, and actually only shares a hairstyle); they're simply suspicious and unrecognised members of a hostile and mysterious crowd. Helquist has a particular fondness for crowd scenes and strangers who represent no particular character, as you'll find if you review the illustrations of the series.

I think Lemony Snicket is a little overweight man, as there is an illustration of him with his eyes covered with cucumber slices ... I don't remember which book I saw this ... Of course, I may be right in my bitterest hypothesis, and the true Lemony Snicket killed himself. In this case, Lemony could be the smoking taxi driver, which I seriously suspect is an illustration of this taxi driver in TPP, clearly showing his face. So the illustration of the slightly overweight man would be of the person who replaced him after his death ... Daniel Handler. Of course, there is a much simpler and less exciting explanation ... Between the time when the events took place and the time of the publication of the books, Lemony simply gained weight. Or an even simpler explanation, than the illustration I am referring to does not portray Lemony Snicket, but portray another person who also smoked. Or an even simpler explanation, that that illustration actually portrays Lemony Snicket, but since it is an illustration and not a photograph, the illustrator drew Lemony as someone else.

I think the man with the round hat is Lemony, but he also looks a lot like a picture we have seen in the past of Fernald, which brings up some questions for me. Does Lemony look like Fernald? Is this why he has gotten in trouble for committing crimes he didn't really commit? I am not sure the other man is Olaf. He looks too clean to be Olaf. He could be one of the other mysterious people in the hotel. And the other lady might be Esme.

Fair, but it would be strange for Helquist to have drawn exactly one recognisable character on the cover amid a crowd of nobodies.

As I noted, Kit cannot have been present at any such scene as the cover represents; but if you really want to get down to brass tacks, her glasses are a different shape and tint, her costume is different, Kit lacks the comb, and her fringe is swept in a different direction. As to the frontispiece illustration, the man with the cigarette holding an envelope is not only dressed differently to the man on the cover with the pipe, his face is also shaped differently.
